I am having this issue as well.

Even in the 'Sent Items' folder, the email I send looks like it is all in the same font. But to a person using Outlook for Windows, or Outlook on iOS, the fonts change several times: bigger, smaller, different font types (eg. from Calibri to Times New Roman, and back).

This problem really has to come to attention to the developers. Outlook for Mac does not seem to include the right HTML tags.

One thing that could help is to use Word as email editor and then send it through Word as HTML mail.

Actually it's the opposite (IMVHO).
Word is notorious in messing up the HTML code like crazy. I'm not looking forward to having Word as the HTML engine for Outlook.
Last time I looked at the code from messages sent through Outlook, it looked mostly OK.
Sure Outlook needs significant improvements (especially in the regard of the built-in formatting tools), but are you sure the problem doesn't lie in the HTML rendering engine on the recipient side?
Have you tried CCing you on the messages and checking in Mail what they look like?

At my Company we have supported the use of both Macs and Windows as far as possible. Many of us on the Mac side had been waiting patiently for Outlook 2016 and then waited again for Microsoft to sort out the Exchange errors.

Now we have had to ban the use of Outlook for Mac 2016 because of this font sizing issue. Both internally (which is annoying) and externally (which is our corporate image) there is no consistency in what is being displayed with no two paragraphs being guaranteed to display the same sized font.

I hear all the comments about whose rendering engine is at fault but really .. who cares? This is not solving the worlds energy crisis and if Microsoft can't figure it out first time its a sad reflection on their culture and pride in their product.

Please try this.

Instead of using the built-in Outlook editing, compose your email messages in Microsoft Word in Web Layout View.

Send your message using Word's File menu > Share > Send HTML

If this works, save a blank document with the fonts you like to use as a template so that it's available in the Templates gallery and File > New From Template.

With respect, to say that it is 'by-design' is misleading. It's probably more of a 'known issue'. To say it is by-design makes it sound as if the software is supposed to change the font size when mailing between Mac and PC. In reality, this is not a behavior that would be desired by any user, and was not something added as a feature. It is, in fact, a bug.

Users expect that if they set a font size and send an email, the recipient will see the font at the same size (or at least something reasonably close). When I send a message with size 14 font from Outlook for Mac and a Windows Outlook user sees the message with text so small it is barely readable, this is a problem that should be addressed by Microsoft.

Correct me if I am wrong but I get zero functionality in Word that I would expect from a program such as Outlook like diary, meeting scheduling and all the other facets of integration. I appreciate this is work around but its not something I would use in anything but an emergency sending so many emails a day. Plus would this even appear in my Outlook 'send box' would it?

In any case when I try as you ask the 'Send as HTML' is grayed out, perhaps because I do not check the 'mail' box in my Exchange internet account (Due to the fact Apple Mail seems to have trouble syncing and working with a huge Exchange profiles
